Friends having problems with his scooter -

Been sitting for 6 months, started and rode a couple of miles then.. started to slow down, ran for a bit at really high revs but no power, bike was crawling along even at high revs. Bike now wont start.

Any ideas on what it could be?

Do the usual checks . Been standing for ages.
Clean carb, check/change spark plug, oil, filters etc etc

Sorry I know very little about twist and go's but my bike does similar when its running out of fuel so thats what I would check first, is the fuel getting through.
