Just been looking on ebay for luggage ideas and foud this:

Is that everything you need to fix it to a bike? Or will i need one of those rack/frame things aswell? Thinking

Possibly, yes. My Honda top box came with a 'carrier', but then needed the 'rear carrier' and also a 'bracket'.

You will need a rack aswell. The mounting plate fits to the rack.

Yup, definately need a rack to attatch the plate on, to attatch the box onto.
