Treating Rust Spots on a Frame

After a few winters I've noticed some rusty spots low down on my bikes frame. Nothing major but I'd like to sort it before it gets worse.

I'm thinking: Rub down, rust converter, primer (rust killer?), paint.

Or shall I just slather it in ACF50 and ignore it?

It's not a visible area, I'm not looking for a concours resto, I just to want to prevent the rust from getting a hold.

Any recommendations? Ta muchly.

well i was thinking of stone chipping the inside of my swingarm so i guess its the same kinda thing.

What you said is fine. Sand it back, Kurust, wait to dry, Kurust again (if it didnt get it all) wait to dry, hammerite x 2 coats if you want, finally paint some grease or spray ACF50 on it and it will never spread if you inspect and do this annually if it needs it.
