What do the scrutineers check on the bike before they 'pass' the bike fit for the track?

Any simple things that may cause a bike to fail?

Ever been turned away because the exhaust was too loud Laughing

I assume your talking for a track day.

If so, they don't scrutineer your bike these days, as it means their liable if they fail to spot something.

So they are happy for you to ride a bike held together with zip ties and duct tape Thumbs Up

Are'nt they supposed to check you and the bike though?

You haven't seen my bike have you Laughing

All the body work is held on using zip ties and duct tape.

As long as it's solid and not going to come off should be fine.

No.

This would open them up to immense financial liability, so it's left to you to ensure you and your bike are in a fit state to ride.

For trackdays your bike isn't actually checked, although it will be stopped from going out if it looks dangerous. Being tatty isn't a problem,.
As for loud exhausts, depends on the circuit and on the day, some circuits (castle Coombe for instance) have a strict noise limit and every single bike is checked, race cans will fail.
Other circuits will check and allow up to 105dB, last track day I had at oulton did this, saw two bikes fail and get turned away, mine is fairly noisy though and passed.
Other tracks, Mollory / Cadwell etc, I've never been tested at all. If you book a quiet day, expect to be tested.
