new EU Law?

I was reading an old paper and it stated some EU law to come into force in 2007 , it said something like cross border fines can now be collected say you get a fine in france (and if said Gendarmine doesn't walk you to a cash point there n then) they can collect it from you by informing the DVLA who will also stick some points on your licence for your trouble.

Any body know any more?

It was in a Manchester paper where Janie Obrinarie or something was reviewing a bike that used the BMW 650 single.
