Just wondering.. when loading the rear of the bike (either a passenger or luggage) theres a quite a bit of wobbleage on the front end, its not there when theres nobody on the back... its like a tank slapper that wants to happen, hands off the bars it would i'd imagine go pretty nutty...
Headbearings are right and tight enough.. so what else will it be? back too much preload? or too little? tyres pressure not right?
Not a major deal but it was pretty interesting on the motorway loaded up propperly last time..

It's flex in the rear tyre sidewalls. More pressure required.

It's a little more than just tyre pressure, it's the whole rear end of the bike sagging down. The front then goes light and can get very flighty as you've found. Try wacking the rear preload up and a few psi more in the rear tyre.

What bike is it?

Sag makes it light. Sidewall flex makes it slap.

Yes, and the inherent instability caused by very light steering also can make it wobble and slap.

I'll give them both a bit extra i think.. the worst it been was on a motorway trundle with a pile of gear, there was a very light feeling wobble, interesting to say the least... i'll check the tyre pressures max

Its air suspension front and rear, allthough it will take a maximum of 70psi (its not on 50) i dont want to use too much as it could but extra strain on it and blow it...

Add preload to the rear shock and raise the rear tyre pressure.

my bike wobbles like a cunt at any thing over 90, just makes it more fun leaning right over in a corner with your bike bucking around = great fun, i also suspect it has made my horse riding skills slightly better even tho ive never ridden a horse,but i know what the probem is.

it my rear suspension being set way to high, and the fact my front trye isnt ballenced, but thats gonna be sorted out today so it should be abit better.
