My brother is in the same position, so I have been looking into this lately. The short explanation is that your mate is stuffed.
They will have to transfer to another provider, but the new provider won't be able to do anything about their connection until the 5th September (or possibly the 29th August if Euro1Net is correct). In addition to this they will have to pay their new provider a one off "new connection fee" if the new provider charges it. They wouldn't have to pay this fee if Euro1Net could produce a MAC code for them, but it seems that BT are preventing Euro1Net from doing this.
