holding back eBay paypal payments for faulty goods?

Does anyone know how to do this? I can't seem to work it out, basically I purchased something from eBay last week, paid through paypal which is faulty and I want to put a block on the paypal payment (that was processed before they sent the item off) until they decide to give me a refund. I've done it once before and i've seen other people do it (I had it done to me once when an item was delayed in the post) so it can be done.

I think you can either make a complaint where the money will be stopped (If it hasn't been transferred) until it's resolved.

Or there is the Chargeback. Go to Paypal>Help> Then type 'Chargeback' in the search box.

I bought a hoover off eBay for £40 and it never turned up. After complaining to paypal about this I was eventually refunded £25, the first £15 was to cover there costs or something!

Ebay take a £15 charge for disputes, I didn't think Paypal did.

Ye it is bloody ridiculous that they take an admin charge of £15 to try and sort out your problems. They must be making millions a day and have really no regard for the customer when it goes tits up.
