check the pins in the d-sub plug. broke/missing/bent ones can cause this to.

also is the entire screen blue or just a patch?

if the pins are OK then all blue would indicate a problem with one or more of the RGB guns. patches could be due to a magnet being near the screen? maybe an unshielded speaker or something.

Had this on an old monitor before, and also on my 14" telly. The telly would go back to normal sometimes if you pressed lots of buttons, and would generally not go funny if I kept the brightness setting turned up really high. The monitor would do it randomly, but did it more and more as time went on. When the monitor started doing it all the time I fiddled with the brightness and contrast settings to make it a bit more usable, and just put up with it for a few months till I could replace it.

I used to have a monitor that did this. I think it was down to a dry-solder somewhere causing a loose connection. It was one of those problems I really could fix (temporarily) simply by giving it a good smack.
