Why cant they just make a patch that you can install from scratch?

I mean, Ive just installed FarCry and then had to install 1.1,1.2,1.3,1.31,1.32,133

Why cant I just install 1.33 straight away??

Confused

Because then they'd have to install someone to test the upgrade procedure from 1.1,1.2,1.3,1.31,1.32.

While this way they only test the upgrade procedure once per patch.
