Just search 'Aprilia RS125 CDI Unit Modification' on the internet to find out exactly what it is and how to do it.
Basically its retardation at a certain revs, wont specify which part of the revs because Kickstart will come along and correct me with his vast rotax knowledge , to do with the european emmission regualtions. The modification includes removing the CDI, removing the sealing at the back to expose a 'bridge wire' and cutting it. Re-seal, refit the CDI and bingo youre done.

A race exhaust isnt necessary to de-restrict the bike, but it'll certainly make it sound nicer and rev far cleaner.
The CDI retard doesnt effect performance, it just cough and splutters around the 5000rpm mark, after that, it'll scream all the way to redline, problem free. If you fancy removing it, check the RS125 Zone as it tells you exactly what needs to be done. Quite a simple procedure, but not that necessary. The latest models (2004 onwards) have the catalytic convertor in the end can, certainly chokes things up a bit. It is only the last couple of years where the exhausts have been a bit shit.
The flat spot caused by the cdi unit is massive. The bikes generally have difficulty pulling through it in any gear. Somewhere I have a graph showing the ignition curve for the RS125, and it is something stupid like 15 degrees of ignition retard between 5000 and 6000rpm.
