If you are naughty and get your Ebay account blocked, does that mean you cant use Ebay again, ever, because of your card details?

Your card details are not stored by ebay, But by paypal

Ebay and paypal are the same company so they could do this

No, you just fill out the form somwhere on there site, & you have to scan/fax proof of you're self & send it to them, they will then give you're account back.

No, if you're account is suspended for non-paying or shill bidding etc you can't re-open it. But you can make a new one no trouble. I'm on my 5th account.
