New Handle Bars and Belly pan ?

Hello all,
Im looking out for bikes at the moment and come accros Aprilia RS50. But the seller states it needs new handle bars and belly pan.
The MOT runs out in 3 months times and I was looking to buy/fix in time. BUt the question is could I do it myself?
On Ebay handle bars go for 20-30 quid, same as the belly pan.
Is it worth it? Or just look for something that is ok?
Any help will be great

I think (don't take my word for it, wait for other replies) that if it 'needs' them, it's probably been crashed and might have other problems.
