Its a bit of time since I've been stopped in Europe but it used to be a fine or prision. I've heard of keys and passports being taken to make sure you turn up at court, which they used to arrange for the next day in most cases.
Points never came into it because they weren't valid but I seem to remember that the law was changing on this, although that might have been a dream?
Big difference over which country you get stopped in as well, its still possible to bribe the Police in Eastern European countries if you get stopped, or as they describe it, its a fine with no receipt.
