How about something along the lines of...
Any post rated as 'spam' will not show any URLs - with a note at the bottom of the page indicating URLs have been removed.

If the spam rating is revoked, the URLs are 'allowed' again.
That way hopefully people will be quickly disuaded from spamming when a mod isn't about.

Also giving mods the ability to block people from posting would be handy.

Good idea, except that some people really struggle to understand what the rating should be used for, and thus it gets used incorrectly. I know you're saying it could be revoked, but there will still be a time delay.

How about when a post is rated spam a certain number of times, or by a mod?

The mod would just delete it - idea is so that posts are 'neutralised' when mods aren't around .

Yea, some people don't get the idea of a spam (or other) ratings - though of course this would only effect URLs.
