Powder coating should cost about £80-120 for each wheel, I think.
More if you can't take your wheels off yourself.

It should only cost around £50 for each wheel doing. Obviously you'll have to take them off the bike and remove the tyres, bearings ect.

Powder coating can be had cheaper, if you can find a place that does industrial powdercoating they are cheaper, a local one apparently does it for £20 a wheel (I expect they're limited with colours), I got mine done for £35 per wheel.

If a wheel is sanded down to bare metal, what keeps it from corroding again? Will polish do this?

Get a decent quality laqure and that will be rock hard, and will stop it corroding and help stop stuff sticking to it as well

It is very unlikely to last longer than a british winter though. Especially if you spray them with rattle can laquer

The salty conditons will very quickly find its way through and will fuzz up the aluminium. This will be especially bad if the laquer gets chewed up at the rims from having tyres changed.

You be better off having them powder coated light silver. Shouldn't cost you more than £40 per wheel if you do the monkey work yourself as said.
