registration of frame numbers

have been given a bike. Is it possible to put it back on the road with the frame numbers?

If you can prove what year the numbers come from then you can get an age related plate, if you can't then it's a Q plate
If it's an older bike then you can get the checks done and a certificate issued by "experts" in various bike marque clubs that are registered with the DVLA confirming what year the bike was made. If it's a more modern bike then you are looking at having to get in touch with the manufacturer to get written confirmation that way.
