wont start?

not my bike this time.
my brother wants a scooter 50cc,he found one in the local paper and sent me to go and have a look at it.
its a peugeot viva city 50cc
when i got there it wouldnt start but otherwise it looked a really nice bike.the bloke said it started fine,but it has been locked in his shed for 3 months.the engine turned over and it was getting fuel and a spark...but just kept turning.the bloke said he would get it started then ring me so i can go and pick it up.is there anything that could be stopping it from starting due to it standing for 3 months?i dont want anyone getting it before i do so i was thinking if it isnt going to be anything major i would just go and get it and sort it out when i get it home...its a really cheap bike,and the bloke seems to be very genuine.im pretty sure he is telling the truth that it used to run fine....
any ideas>?

Battery won't be too clever after being stood for 3 months. Possibly the spark is too weak to start the bike, or might actually vanish completely when the scoot is all screwed together.

Maybe fixed just by charging the battery, but if that's the case it may need a new battery soon.

Well, if you're sure the battery is ok and it's got fuel and sparks, I'd run away from it quite fast
