I read this on a forum, someone has copied the article from a newspaper. Normally I don't bother sharing these things but this is absolutely outrageous. The government wants to fine you if you refuse entry to a tax inspector and then they want to increase your council tax if you have 'site positive' features like double glazing, a pleasant view, a conservatory or a nice room.

Since whenever in a free country did your double glazing become an issue to the government? What right do they have to force entry to your home to tax you for having a good quality of life that you've worked hard to achieve? WHO THE FUCK IS THE GOVERNMENT TO TAKE PICTURES OF INSIDE YOUR HOUSE? And the real disgusting thing is this tax will affect the middle classes, because lets face it even if you are paying council tax on an council estate its highly unlikely the broken ford escort supported by bricks on your lawn is going to count as a pleasant view.

Also, bear in mind, Labour is fully aware that the working middle classes do not want trouble with the law, so will adhere to these new propositions rather than stand and fight like in the poll tax era.

Pass this email on and help make people aware that Labour wants every penny in your pocket.

A new army of council tax 'inspectors' is to be given the right to enter people's homes and issue fines to anyone who refuses to cooperate.

Camera-wielding officials will be able to take photographs inside properties, including bedrooms, and rule they should pay more if they have home improvements such as patios and conservatories.

Residents could be fined £1,000, and then £200 every day after that, if they do not let the inspectors in or fail to properly 'assist' them.

The Conservatives branded the proposals a snoopers' charter that would trample over fundamental civil liberties.

Homeowners are expected to face higher council tax bills if they enjoy good views or have improved their property by building an extension or putting in double glazing.

These would be deemed 'site positive' features that enhanced the value of a property under a planned revaluation of all 21 million homes in England.

The new tax system will require detailed information about every home.

Under a new house price tax, 'site positive' features would include gardens, patios, conservatories, double glazing, scenic views, number of bedrooms and number of parking spaces.

Shadow local government secretary Caroline Spelman said legislation being discussed in Parliament today would pave the way for council tax inspectors to have new powers to enter and assess properties.

In an alarming addition, residents who 'fail to give reasonable assistance' or do not cooperate with the inspectors will be fined £1,000 and be recorded on local police and court records.

If the householder continues to obstruct, hinder or fail to provide assistance, they can be fined £200 per day on top, she said.

The Tories claim ministers are quietly introducing the new scheme in Northern Ireland before rolling it out nationwide, just as Margaret Thatcher piloted the community charge in Scotland before introducing it in England and Wales.

Shadow Local Government Secretary Caroline Spelman said: "Northern Ireland is now being used as a testing ground for Gordon Brown's tax inspectors, from the levying of a new house price tax, to the use of invasive Big Brother computer databases, to new aggressive state powers to enter family homes.

"Labour craves these powers since they want to tax every feature of people’s homes - including bedrooms, conservatories, double glazing and garden sheds.

"For all of Labour’s talk of human rights, these new powers are the footprint of an oppressive and greedy government.

"Conservatives will resist these new authoritarian powers and will stand up for people’s property, privacy and liberty."

In Northern Ireland, a new house price tax is being introduced - an annual levy calculated using the value of each property.

Residents are expected to be charged at 0.78 per cent of their home's value each year, pushing the average bill from £1,056 to £1,492, though local authorities could vary the rate.

This tax will hit Northern Ireland in April, with a Government review of town hall finances thought to be looking at the same system for England.

The Conservatives warned that if introduced in England, average bills would go up by £436 a year, with middle-class households in the South and South East worst hit.

If the Northern Ireland model was applied in England, several councils - including Westminster, Wandsworth, Camden, Hammersmith and Fulham, Richmond upon Thames, Islington, South Bucks, Windsor & Maidenhead, Mole Valley, St Albans, Winchester, Brentwood and Epping Forest - would see average annual bills rise by more than £1,000.

In many Labour heartlands, by contrast, average bills would fall because house price rises have been less dramatic since the last national revaluation.

A spokesman for the Department for Communities and Local Government accused the Tories of "scaremongering" and said the measures only applied in Northern Ireland.

"The Government is not using Northern Ireland as a testing ground. It has a different system of local government finance from England.

"Different considerations apply. Sir Michael Lyons is currently conducting an independent inquiry into local government. He is due to submit his report to ministers at the end of the year and any decisions will be taken at that time."

Under existing law, anyone who obstructs a valuation officer already commits an offence and may be liable to a fine of up to £500 if convicted.

But previously, they had no right to enter a property and had to base valuations simply from looking at its exterior.

Northern Ireland Secretary Peter Hain, who wants to be Labour's deputy leader under Gordon Brown, said at the party's conference that the new system being introduced there was "fairer".

Sounds good to me. I’m presuming the large piles of dead bike bits, out of date computers, worn carpet and over grown garden will all see to me having, if not a negative, a rock-bottom bottom council tax bill.

If they want to get a basic idea of what a property’s worth, I don’t see that they really need to go into this much detail.

Don't worry labour is in its death throes even last week they were @ 29% Toriies @ 39% ,

when NL istart making big NHS cuts , more UK soldiers die , and road tolls start to raise their ugly heads NL will only fall in popularity , also Labour is completely bankrupt they are 47 million in the red , unions , are turning their backs on them members are leaving in droves.

well i guess if i had a nice view or lots of home improvements, id be quaking in my boots or furious at having to pay more

not a problem for me tho

i do think its silly how much tax we pay (if you add it all up, im sure its about half your income), and sometimes think i shd move to a low tax country like america, but that wd involve living near americans, and quite a few of them are homicidal lunatics

haha have you heard? , the crime stats will determine your tax , since I live in a RLD , with hookers walking up and down , kerb crawlers , I expect negative council tax next year.

I suppose I may have to vote for the first time soon then?

My gaff is cra* living out of one room in a top floor, one bedroom flat. We are not meant to use the garden apparently as it comes with downstairs, even though they use to live upstairs and used it.

The windows in the kitchen don’t shut and the floors slope. There is not parking (high street)

So my bill should be cheaper. They are also looking at taxing plane trips and driving as well now.

Pay per mile tax. So it be road tax, fuel tax, pay per mile tax and then flying tax.

So if I drive 20miles a day to an airport and fly for a living then I properly have to pay 2 - 3 times more tax then most others!

Or like my last job I drove 500+ miles a week. Soon we will be paying air tax and living tax.

As said by stinkwheel in the other thread on this subject, the word "assist" is interesting.

If forced I'm sure I could assist if the people concerned booked an appointment at a time convenient to myself and my family. Now I'm sure I've a gap in my diary between 2:00 and 2:05am on most, but not all, Saturday mornings. Obviously if no-one is available to visit at that time it's hardly my fault Wink Very Happy

On-topic, this is a bad precedent to set. If made law then whoever is in power at the time locally and nationally will not get my vote again. Yes, I will vote as well, not voting is not making a statement, it's just burying your head in the sand IMO.

I believe the conclusion of previous discussion was that it is generally accepted from the misguided and irrelevant opinion of the public but in governmental terms it's another tick for the 'too stupid to know how to vote correctly' catagory.

So that's another arguement for having a 'None of the above' category. Shows you know how to vote and also shows you don't agree with the choice(s) on offer.

I guess that's the arguement for not having it as it'll show how much resentment there is. Still, the party that does dare to do this might get my vote. That'll sort of negate having it Rolling Eyes, but you get my point Wink.

You do appreciate that Lembit Opek is the Chairman of the Parliamentary All Party Group For Motorcycling and is really quite active in lobbying for motorcyclists rights then? Razz He's one of the leading libertarian campaigners in the government, campaigning for things like preventing a total ban on hunting with dogs and on getting Concorde flying again.

As an interesting aside, in 1998 he fell 80 feet from a paraglider onto a Welsh mountain and broke his back in 12 places as well as his ribs, sternum and jaw.

Increase Tax due to view? Everytime a council van/bin lorry passes my window I want a refund then. Either that or I will close my curtains when they visit, can enter the home but no touching anything Twisted Evil .


As for value of huts,patios etc I want a refund as the view from my hut is pish Laughing


TBH can't see this as a viable scheme as what constitutes a nice view etc is subjective. Won't stop them trying though.

Anyone think this may have come from Blunkett Wink
