Found this on another site. It's the guidelines for police to issue fixed penalty/summons depending on how much you are over the limit. Full document also attached:

Not worth the paper it is written on, its just a guideline and will all depend on how you handle the Police officer when he pulls you over and if he/she is in a good mood.

I got 3 points for doing 33mph years ago, I was polite never admitted anything and said sorry if i was speeding....Didn't help though.

Kind of contradicted yourself there. The last paragraph clearly states that it's at the officer's descretion.
