APRILIA RS125 SECOND EXHAUST SILENCER

I have a 2003 Aprilia RS125 and previously had a 1999 Rs125. Both was completely standard but de-restricted, and the 99 bike sounded a hell of a lot better. I've been told by an aprilia parts dealer that because of euro emissions laws in 02 or 03 Aprilia added a second small silencer to the front of the expansion chamber. Which is a pipe that comes out of the front of the expansion chamber and is blocked off at the end. If I was to remove the pipe and weld up the hole would it cause any mechanical problems or would it just affect the sound of the bike which is what I want.
Can anybody help me out with this problem and has anybody else actually tried it.

you would have to rejet and all that kinda thing but should cause a major problem
