As I recall, CB carbs have a butterfly-valve choke. I also seem to recall the butterfly has a hinged flap on it , held in place with a little spring.
Might be worth checking the choke mechanism is working properly and that one of the springs hasn't gone 'ping'. You could probably do this with minimum interference by cunning use of a small mirror and a torch in the airbox with the air filter removed. Otherwise, removing the airbox rubbers will give you a clear view of the choke mechanism (and a headache putting them back on).
Is the choke control one of those generic honda pull cables with a black knob on the end and no adjuster? You could try a superdream one and see if it fits.
