56k style broadband ?

Just given my pc a fresh wipe, fresh XP pro but the internet is running painfully slow, im with BT homehub.
not sure if its my pc or the hub.

Sometimes the hub goes tits up. We get it sometimes, what I do is unplug the base, leave it unplugged for about 60 seconds and then plug it in again. Wait 5-10 minutes and it should be back to normal.

Is it just downloading that you notice that speed drop in, or are normal operations like surfing lagging?

If it's just Bit Torrent or similar programs that have a problem, you probably just need to reset all your forwarded ports on the router.

Other than that, have you made sure your network adapter is properly set up, with the correct drivers? Virus/Firewall software not interfering?

was the computer online when you installed xp and the service packs? If so, then it's very possible that a trojan slipped in and infected the machine before the security updates were installed.
A quick look at netstat or the performance monitor should give you an idea of how much traffic there is going around. If everything looks normal and an av scan doesn't turn up anything, then it might be worth pinging a few random hosts. If you notice intermittent packet loss, then it's possible that you've got a faulty network interface or cable or that there's a MAC address conflict with the router and another router connecting to the same service.
Also, make sure any p2p is switched off. If you're still unsure, then you can test the connection speed by booting off a live cd and seeing whether the problem still exists with that.
