will a 33bhp restricted 600 (the SV650 in particular) feel better/more powerful than a 500 (like the ER5) that was restricted to the same power?

An sv650 yes, as it has plenty of low end grunt and plenty of torque, which isn't affected by the restrictors. Any 4 cylinder screamer won't take the restrictors well, as all of their power is up the top end.

The ER5 is a twin as well though, so you're used to similar amounts of torque.

The SV is probably a teeny bit sportier, but I don't think it's going to be a vast difference.

The ER5 is a parallel twin though, which is considerably more bland.

At least with the SV you have scope for buckets more power simply by taking the restrictors out. Thumbs Up

point taken, but what about while they are still restricted?

Pretty punchy as a lot of the power is low down.

I know this by the fact that I had a restricted Bandit that was an inline 4 and for me that was way powerful enough once I past my test, but a mate on a restricted SV whooped me everytime when it came to acceleration as the Bandit pulls at higher revs, usually once the restrictors kick in.

Should be pretty similar. Weight isn't much different as far as I know, so it should be very comparable. But an ER-5 would be cheaper to buy and insure, though the SV650 looks nicer.
