Congestion Charge Type Cameras on the North Circular Road?

I have noticed in between dodging the dangerous drivers on the North Circular Road in North London a number of new gantrys with what appears to be Congestion Charge type cameras. Westbound one has appeared at the Wembley junction, as well as one opposite. They are also putting one up at Henlys Corner. They are certainly not speed cameras!
Has anyone else seen them and know what they are?

Terrorist Charging Cameras. The govt has decided that seeing as they can't actually stop the terrorists, they're going to price them out of London. Thumbs Up

You will only find congestion cameras at the entrance to the congestion zone, not prior to them, and the only new cameras which have been activated recently have been in the western extension.

I spoke to one of my old team this morning (responsible for congestion charging investigation) and she states that new ANPR camera have recently been installed for VEL detection.

The operation is run by NCP from White City but monitored by Capita on behalf of DVLA, so all the pieces fit!

What you've probably seen is something very similar to these ANPR cameras;

I've seen them on the NCR and A12/ A13 as well; they've all gone up over the past few weeks. Depending on which report you read, they're either to check VEL, enforce Red Ken's planned Low Emission Zone, a prelude to bringing in road charging or to enable the tracking of "criminals" and terrorists. Whichever is the truth, it's further evidence of a surveillance society unfortunately.

ANPR = Automatic Number Plate Recognition

NCP = National Car Parks who are contracted by Transport for London (TfL) to investigate congestion charge fraud applications

Capita = A compnay contracted by TfL based in Coventry but with London Offices who deal with all financial transactions in respect of TfL but particularly in respect of the congestion charge.

DVLA - Driver and Vehicle Licencing Authority.
