The NC30 doesn't have a side stand switch (that is why it has a little rubber tail - so if you ride off with it down in theory that will flick the stand up before you wipeout). So the bike should start and ride with the stand down. It won't start in gear however unless it's in Neutral or the clutch is pulled in. This is what the "electrical connection" at the clutch is for, it will prevent the bike turning over if it's loose.
I don't know if you try this already or not, but when I had a NC30 if it was still warm it wouldn't start without giving it quite a bit of throttle (Choke off). I never really had that problem. The bike is in a pretty good condition and even on a cold start I've never had to use the choke. I'm gonna go experiment today a bit and see if I can get it happening consistently.
