"THE LAW
These vehicles are NOT suitable – and NOT legal – for road or pavement use, although many users have taken to riding them on the roads and pavements.
Quads are designed for off-road use and do not conform to regulations in relation to tyres, lights, horn, speedometer etc and it is therefore illegal to use them on the road. [6]
Mini-motos, quads and scooters are only allowed to be used on private land, including parks and forests, and only with the direct permission of the landowner – in some cases this will be the local authority. [7]
To be legally used on a road, a vehicle:
· Must be registered
· Must be taxed
· Must have an MOT
· Must have lights and a numberplate
For a rider to use a vehicle on a road, they must:
· Be over the age of 16
· Wear a suitable crash helmet
· Hold a valid driving licence
· Hold an appropriate certificate of motor insurance
ENFORCEMENT
· Any motorised vehicle ridden illegally or in a careless or anti-social manner may be seized by the police under section 59 of the Police Reform Act 2002 powers. [9]
· Once it has been seized, the owner must currently pay a fee of £120 to have the vehicle returned. [10]
· The rider or owner of the vehicle, or the parents of young riders may have to appear in court for illegal use of mini-motos and similar vehicles. [11]
· Offenders can be subject to prosecution and a fine of £1,000. [12]
· Police and Community Support Officers can also issue an £80 Penalty Notice for Disorder for behaviour likely to cause harassment, alarm or distress. [13]
· Riders using mini-motos and other such vehicles illegally on public roads and footpaths can also be prosecuted under road traffic legislation, fined and receive points on their licenses."
Parents are to blame here then, I feel sorry for the woman driving the Range Rover that hit the child. |

Yeah, said the father was a self made millionnaire, so probably was a cheap xmas present.
2 stroke 100cc engines....so were looking at hat....50 - 70mph maybe?  ____________________

To be fair he does have a very good point. You don't need to be a "perfect parent" to be pre-cognizant of the danger of letting a 7-yr old take to an unlit A-road on a dark winters night on a powered vehicle they had less than 48-hours experience of owning.
I too feel sorrow for all involved - the family of the child and the driver of the other vehicle, but you have to recognise the fact that the parents are very much to blame. The more people that do, the less chance there is of a similar thing happening again. ____________________ a.k.a 'Geri'

by far the most worying thing on this thread is the fact you see the child is an object. You feel sorry for the parents... fair enough... I'm sure the parents are doing better than the kid. Parents fault, they killed their child from unacceptable stupidity, I'm glad they are in peices over it, at least they're alive. ____________________ follow my racing season
