Looks like the rozzer was pulling out onto the road, thinking the bloke on the bike wasn't going to suddenly accelerate and the biker hit the back wheel of the car spinning the car around a bit.

What happens when dicks speed in inappropriate places I guess Rolling Eyes

Don't be daft, its COMPLETELY normal to pull out into the path of 100 parading motorcycles. At least the cop got a lot of grief in the long version of the video although they should have torn him limb from limb.
