Is this the paraffin supposed to be used to clean up chains?

Yes.
It's also sold under a different name for use in patio heaters.

If you can find a small DIY shop (i.e not B&Q) they usually sell it loose. Take your own bottle down (an old oil container is ideal) and they will fill it for you. It cost me about £7 for 5 litres.
