And a body would smell long before 8-10 years for neighbours to only notice near the end? surely in the first sign of a summer it would smell, unless it took the council 10 years to do something about it which isnt surprising.

After about 4 weeks the smell is almost gone.

nah you get used to the smell, this chicken slaughter place and fish market nearby where I worked in the meat packing district smells horrible to most people and the roads are deserted around there at all hours even in the morning and evening rush.

Workers can't smell it as they effectively tune it out.
