the fact that the frame number isnt right and you need a new log book would make me ask questions. but it could be legit.

as for the datatag, that's easy to do - just download a form from their website, fill it in with all of the details. send it off with a cheque for £15 and that's done. you dont even need the old owner to sign it - i have done this myself twice.

Send off for the logbook, £25.

Transfer the Datatag, Not too sure on this but they can be contacted through:

https://datatag.peweb8.m25.co.uk/

I'm sure i've heard there is a fee for transferring them, However i'm not sure its entirely neccessary.

Frame stamping is a big no-no, One frame has an assigned registration number and V5, Another the same...

This all sounds a bit dodgy in my eyes, No V5, Frame needing restamping, No Datatag doc's...If it was me i wouldnt bother sounds like a lot of hassle.

You cannot restamp a frame yourself, has to the done by a DVLA approved place and has to be a legitimate reason, find it hard to believe he replaced the frame for a 'better' one, he probably means one that isn't stolen or buckled, wouldn't touch it.
