Would it be safe to buy a Q plate bike as it could be stolen recovered?

I have seen Q plates on other bikes what are lowriders and specials, do they all get checked in the same way?

The DVLA issue Q plates to kit cars/bikes and other things like cat c/d writeoffs that have been re-licensed after being fixed.

Wrong, a cat c/d write off will retain it's original plate.
