I voted they look cool, but honestly no they don't...
They can however look right/ good but only if they're very carefully placed on the right bike, you'll still get old farts sniggering at you and the majority of people will still get the wrong impression but aesthetically they will be the dogs bollocks.
...Just to state I have never actually seen a bike with neons that looks "cool" but the picture NC30 posted can be the first exception.

My general rule for cool neons on a bike is that it must meet the following criteria:
Jett/ Matt Black/ Graphite Bike
Bright Green/ Lime Neons
Extremely Bright Pulse Mode
Interfere's with speed / ANPR cameras.
Laughing
