My main light has been flickering all night, about 20 mins ago all the power went off for like 5 seconds, then a couple of house alarms started going off down the street. Power just flickered again a moment ago (didn't lose internet this time).

Is this a power surge? Never seen one before and am intrigued.

Is it really windy around you? Often makes the lights flicker. (Or maybe ever time I have experienced this there has been a storm and lightening had a role in it)

If it was a power surge then some electronic stuff won't be working.

I've been getting brownouts all evening myself, not wind related!

Lights dipped once not long after midnight at work last night. One of my colleagues said that they kept going off and on for a while last night where he was. Not sure what it was, I'm just glad it wasn't off for more than a few seconds where I was (York Uni).

Not a surge, possibly a brownout.

Isn't that where they change the electric phases at the power station / sub station

You will be able to tell if you have had a severe spike as your surge protector will have blown and need replacing. Happened here a couple of times in the last couple of years.

Next door didn't have any surge protectors and lost PC, TV and surround sound.
