Well, I don't know about difficult.
"This bloke bought this bike from you. He claims you told him it was restricted and provided this certificate. Is this true?"
or
"This bloke claims you restricted the bike for him and provided this certificate. Is this true?"
If either of these fine gentlemen say 'no', you're going to have an issue. If they say 'yes', and the police do test/examine (and you've not played the deferred inspection card), you're both going to have some explaining to do.
If you neither confirm or deny that the machine is restricted, the worst they can do you for is the fact that it isn't restricted. In my (layman's!) view, handing over a certificate or receipt similar, knowing full well that the bike isn't/is no longer restricted displays a level of wilfulness or deliberation that may not do you any favours in the long run.
Of course, anecdotal evidence suggests that a certificate can satisfy a copper's internal checklist, especially given the worrying lack of knowledge of the licensing system that can sometimes be displayed.
It's an individual's choice as to how they play that. I'm not a gambling man and if I were obliged to be restricted, then restricted I would be. My licence is too important to me to do anything else. ____________________ '11 CBF1000A, '99 C90, '98 CB500

I'm not saying ignorance is a defence against riding an unrestricted bike.
Ignorance however is a defence from being charged with PTCOJ etc.

What are the certificates that the guy is actually selling I wonder.
They are not FI certificates as he asks for the engine number in his advert and that is not needed on an FI certificate  |
