Trying to remember a film...

This film is one of those distant memories as a child, its a film i saw and can only remember a couple of scenes.

From what i remember it is Sci-fi / futuristic. If my memory serves me correctly the main guy had a moustache, could it be Chuck Norris? I remember one scene where a couple of guys were in a ATV, 6 wheeler perhaps?
The ending im sure saw the main guy escaping on a bike that had jets on the back and he flew into the back of a moving aircraft, into the rear door.

I know it's vauge but i've never forgotten these clips and don't know the film.
