Most likely the issue is with the pivot for the brake lever. You probably need to take it off, clean it up and grease it.
It is highly unlikely that a sticking caliper would cause a brake lever to stick. It is possible that a sticking master cylinder could cause the lever to stick, but on most bikes the lever only pushes on the piston in the master cylinder without being bolted to it so this wouldn't happen.

Normally a hell of a lot easier than cleaning the caliper up. If you are lucky the it is an easy to get at bolt through the brake lever that you can just take out, clean, grease and put back. Sometimes the bolt is on the back of the footrest hanger so you need to take that off to get at it. Sometimes they do strange things like mount the master cylinder on the frame with the lever on the hanger which can make more difficult to get the hanger off.
