Legal limit is 25mg of alcohol in breath. police tend not to prosecute until 40mg. So yes, he's 3 times over.
Punishment depends on the magistrates and whether the local area is on a crackdown at the time. It's a mandatory banning order regardless. I would guess since it's accident related that he's in for a bit of a rogering from the courts (as well as Insurance companies for the next 6-7 years when he gets the licence back). He could try arguing but probably best to plead guilty and get it over with. Courts hate timewasters.
I would expect as least over 2 years, followed by an extended retest, and health checks to make sure his alcohol level stays down. He's now classed as a 'high risk' offender and as such is pretty much classed as an alcoholic by the DVLA, who will want indepentend proof otherwise.

The breath alcohol content is to extrapolate back to Blood alcohol content, generally by 2.4 times. Blood Alc limit is 80mg% (milligrams per 100ml of blood) I believe, so breath limit is ~30micrograms% (micrograms per 100ml), naturally they legally have to account for errors hence the roadside testing device beeping at 35.
The above is from memory and probably not completely accurate
