Best bet if not too bad is to get it welded.

It will only get worse.
Putty may work, but will require something to hold it in place.

yeah agree with the above, it will spread if a corrosion cell is present, would personally cut away the rusted crap first if your going to use putty, some wire brushing might be enough, but would weld it as then its done and dusted. Exhaust putty always looks a bodge!

Depends... If the putty does the job and stops it leaking then yes, IF it is still blowing then no.

My experience with putty is that it usually falls out within a day or so. Maybe you might be a bit luckier.
