mito dont wont to go passed 6000 revs

i have just took my cagiva mito out today for the 1st time after doin a top end rebuild , i get up to just under 6000 revs and it will stay there for a while and if i keep the throttle there for a bit in the end it will pass , the bike has been stood for about 12 months , i have been told the power valve kicks in at 8000 revs witch i wont be doin at mo because of the top end rebuild and its making the noise when i turn the key on so im stumped

firstly.
you shouldnt be taking it past 6000rpm straight after a rebuild.

secondly.
you've probably set up the powervalve wrong after the rebuild.

i was just taking up to 6000 rev no more well tryin but it stops at about 5 an a half , in nuetral i know it will go up passed that , so could it still be the power valve ?
