gilera electrics problem

I have a gilera ice - all the electrics were working perfect today until i accidently spilled some petrol out of the thank and it leaked everywhere - Then after that i lost my electrics and the fuel light was flashing - The fuel light always comes up when the battery is dying - So i had to ride him with no electrics and thats no indicators aswell so a few cars wernt to happy .
then main thing is my battery never held a good charge - i plugged in my multi meter and it read 1v. So i charged it back up two twelve and once i plugged the fuse back in it suddenly plunged down - When i run the engine its pumping out the volts but the battery isnt charging - Do you think that the voltage box has gone bang . but i really do not have a clue what it could be

I would first try getting a new battery as it may not be holding charge ( i have had this problem before ).
And if that does not help, then it has to be a regulator/rectifier problem.
