Any ideas for undoing an extremely tough one, bar air tools?

On a fork? Impact driver. Or is it just spinning as you turn it? you need the spring and spacer in the fork and to compress it as much as possible and it should hold it in place.

Air tools.

Really, it's easier in the long run. Take them down to a garage and get them to put the burp gun on them. They'll be undone in seconds.
