Generally speaking with bone prosthesis. If it is bothering you, have it removed, if it isn't, don't.
Removing a plate is traumatic and the bone tends to remodel itself to incorporate the plate as part of its structure. Removing the plate weakens the bone.
That said, I could see a clavicle one being a nuiscance, especially in cold weather, with having so little muscle cover. Probably not as traumatic to remove as plates in other places because you don't have to go digging through so much scarred muscle tissue to get at it.

I ended up having my screws and plates taken out of my leg- I started rejecting them for some strange reason, so they were making their own way out lol
But after the initial removal operation, it was actually feeling a lot better. Ended up having screws put back in, and I do feel quite a sharp pain sometimes which makes it uncomfortable
The only thing I will say is my break did intially heal well, but after having the metal work removed the 'holes' never filled in properly, so Im guessing it could be seen as weaker due to this.
