How many of the 300 actually knew that the new order had not been put in place, so effectively still broke the speed limit as they knew it to be at that time?

With errors like these, and there must be others, the govt will be raking it in, as people won't want to challenge the ticket due to still having to pay court costs if you win...

But they didn't break the speed limit, that's the whole point. You can't contravene a regulation if it doesn't exist. Ignorance of the law is no defence, remember.

What I'm saying is that if you believed that you were not allowed to take jelly babies from the dish, but did, you will have thought yourself a thief, but if it turns out that they were free and you could have had them anyway, you still did the action thinking it was wrong and so are guilty in theory.

In the same way that people who get prosecuted when they act in good faith are innocent in theory?

Anyway, they're not even guilty "in theory" - there's no such thing.

Not after an argument, but all I'm saying is that if they hadn't been told that they hadn't been speeding they would still believe that they were caught speeding, as they were under the belief and had accepted that they had been.
Don't get me wrong, I'm all for the small print and think heads should be lopped off for the error made.
