Is there an easy way to make a picture 10kb so it will be valid as an avatAr picture? I've just spent ages in photoshop trying to get the best picture within 10kb and it wasnt very easy.

there's a couple o ways . . .

increase the jpeg compression
decrease the colour depth
simply reduce the size

The best way in photoshop is just to choose the option to "save for web", cuts it down a fair bit.
