I don't know particularly what your bike is like, but if you could get a damaged seat off ebay/breaker and cut out some of the padding (being a not sports focused bike I'd expect it to have quite a lot) and get it recovered for not a lot.
You might have an adjustable rear shock, but that will affect handling. Possibility of changing the shock also, or dogbones.
IIRC Sickpup has one of these, and is pretty knowledgeable about bikes and parts, if he doesn't reply to this in a couple of days I'd give him a PM.
Personally I'd go for the seat option, it could well be the cheapest, and easiest method. If it's just a case of toe to flatfoot, it's probably only about 2inches or thereabouts, you might be able to get that from chopping the seat.
