Automatic emailing program

Hi, at work I want to send an email with an attachment to users when a file appears in a certain folder.

For example when a file bob.txt appears in C:\data, send an email to [email protected] with the file bob.txt attached to it.
When jill.txt appears send to [email protected] with jill.txt attached etc.

Does anyone know of any simple programs out there that can do this? Not bothered whether it's command line or full GUI program, as long as it works. Has to be run on Windows though.

If it's a Windows system, you can do it with a simple VBS. If it's Linux, you should be able to do it with a bash script but it may require a mail client of some desciption.
