Brake pad shims

I bought an xt600e a week ago, it only has 4000 miles on the clock and has not been used off road. Looks like it has been well looked after.

The back brake felt a bit poor so I bought some new pads.
I went to fit them today and took the old pads out, there are no shims in there.

I have downloaded the online version of the workshop manual and in the rear brake caliper section it shows a caliper shim on the outside of each brake pad.

My question is, do all bikes have shims outside the brake pads?
