I have using TOSHIBA laptop and using vista, how to switch on bluetooth device?

It's awkward, but the button is under the keyboard in the centre. If you use a 6" nail you can reach it - it's easier with some taps from a lump hammer. Then you have to boost the BIOS voltage by applying mains electricity across the battery contacts for 3 minutes; 240v is better, but you can use 110-120v for twice the duration, seeing as you're in the USA.
