The problem is it isn't their money, and they have a captive audience.

In that in companies it belongs to the bosses and they bloody well make sure you spend their money in the process of making money effciently.

But because they know the government will extort it out of you year after year and that there is no alternative they can waste as much as they want. It isn't as if the government agency can go out of business can it?

This is not the fault of the DoT.

It's the fault of the useless rabble of gravy train riding wasters we call MEPs whose sole job is to represent the interests of the UK in the European Parliament. It is their job to spot problems with laws like this and have them changed or ammended before voting them through.

It should have been picked up at the comittee stage and ammended to allow the UK test to be carried out at 30mph. They were presumably too busy filling in their expenses claims to bother considering the implications of what they were voting in for us.

Derogations are usually sought after implementation of the EU directive.

The real problem is that UK govt departments are terrified of contravening the EU law, know as infraction. This would leads to us being told to comply, and paying a hefty fine. Defra end up paying a lot on fish related infractions. It's an unknown amount to pay at some point, with no budget allocated to it, which makes it a scary thing. Could easily end up costing more than £70m as well.

The most obvious solution to comply with that section of the law would be to get a derogation to perform the test at 30mph in the UK, but that still raises the problem of having to do the manouvre on a public road with a less then perfect surface. You also have the new swerve test, not mentioned in that article, which you really don't want a learner doing on a public road. Too many broken arms from doing it in off-road testing centres already.

Stupid bit of EU law, making the test far too difficult and taking the discretion away from the examiners.

Robby I am under the impression a lot of the problems with the new swerve test are related to /caused by the very short time one has to get up to speed.
I don't really get how someone can fall off doing it if they havn't just been pinning it for 5 secs and are off balance / stressed. (they are newbies after all)
